When a person was not able to perform Umrah during their lifetime, it can be performed on their behalf by another person.
Abu Razin (may Allah be pleased with him) once came to the Prophet (peace be upon him) and said, "O Messenger of Allah, my father is an old man who cannot perform Hajj or Umrah, nor can he travel."
The Messenger (peace be upon him) said,
"Perform Hajj and Umrah on behalf of your father." (Collected by Abu Dawud, Tirmidhi and others)
Shaykh bin Baaz (may Allah have mercy on him) said:
"Performing Hajj or Umrah for the deceased is among the most virtuous means of drawing closer to Allah. It is an action that benefits many Muslims who have passed away." (Binbaz.org.sa/noor/5285)
